In the 1920s, "Happy Hour" was Navy slang for scheduled boxing and wrestling bouts; a perfect opportunity to relieve the stress accumulated during long periods at sea. In the Prohibition era when drinking was plain 'ol illegal, citizens hosted "Cocktail" or "Happy" Hours at Speakeasys (Illegal underground drinking establishments) before they dined at their favorite restaurants (who weren't allowed to serve alcohol).
So historically, Happy Hour was held sometime in the afternoon at select times and locations.
